how can we make transports when network is not available

You mean to say when destination is not in the Transport Domain??
in that case just login to Unix (OS level)
Use scp (System copy) command and copy the Data file(R file) and Cofile(K file) to destination System (Target host)..
Copy these files in to directory /usr/sap/trans/data and /usr/sap/trans/cofile respectively.
now use the Tp command...
tp addtobuffer.....
tp import....

Hi,
just copy and paste relevant cofile and data files, so "other" system can find them in its "DIR_TRANS". Then manually add transport to import buffer.
