Hi,
Here are the steps.
1. Basis person will set up NWDI(creating configuration) where is he has to import quite lot of files and need to make system ready for central build and etc.
2. Once above step is done, Developer need to import the configuration by creating local projects in local NWDS.
3. Once developers import the configuration,
Create z enterprise application and add 2 dependencies i.e webcomponent and java portion.
4. do the couple of xml modifications i.e context root for custom application.
5. Build and deploy.

are you asking about 4.0 or 5.0.?
u can deploy using NWDS(which is the best and easiest one) after sucessful build.
