ALM config transports to QA

Besides transporting Alert categories, are we expected to manually maintain the rest such as

1. Alert scenarios in RWB-Alertconfiguration,

2. Fixed recepients

What about basic config necessary for ALM...are those also manually maintained in QA?

Alert Rules in RWB need to be configured in every environment. THey do not get transported.

Fixed recipients would be moved along with the Alert Class definitions while transporting.

Not correct,you can create a transport request by runnning the report SXMSALERT_CONFIGTRANS for alert rules

if by basic configuration you mean settings required in SCOT etc,then yes you do need to do all those configurations in QA manually.you need to transport your alerts from Dev via transport request(just like any other ABAP objects)
