I have downloaded a support stack together with a SPSTab.xml file from service market place. (J2EE + BI_JAVA server upgrade to SP13). This has worked well several times in the past.
When JSPM reads the inbox it cannot handle the SPSTab.xml file. It has access to it. In the SCAN_INBOX log I find this:
Stack definition file /usr/sap/trans/700/EPS/in/SPSTab.xml is rejected. Download a new version on SAP Service Marketplace and try again.
java.lang.StringIndexOutOfBoundsException: String index out of range: -9
The file seems valid to me. Bigger than the other ones we have used, but it shows up fine in IE etc.

Try upgrade only JSPM to stack13 by selecting "single patch" in JSPM. With the new JSPM try reading the download XML file again. This work for us.
