where does the system pick up billing date from ?

If you leave it blank then it picks it up from the "Actual GI date" (PGI Date) (LIKP-WADAT_IST) of Delivery for Delivery-Related Invoice.

we can maintain like every 15 days or monthly in customer calender, we can also declare holidays

It depends:

If the customer doesn't have invoice dates coming from an invoice date calendar, the invoice date is the actual goods issue date (for delivery based billing). In order based billing the date is taken from the order, there it can be changed manually (it's proposed based on the requested delivery date).

If the customer has invoice dates then the date is proposed based on the invoice date calendar.

if it is an order related billing does the system takes the billing date from the order creation date or requested delivery date ?
