to setup PIR freight condition to enable delivery cost as %,
what are the things need to considered? or what are the infor needed to setup?

u will have to create a PIR freight condition
u can go to tcode M/06 select condition type FRA1 and create new one ZPIR by coping
now go to M/08 and select your pricing procedure and put zpir condition in approiate step no and imp is to assign from to step so that i will calculate % on that value.
also u will have to put Acc key and acr key on ur pricing procedure so tha it can pic up freight account .
if u want to post this amount in new gl account then u will have to chear new transaction key and assign it in acc key in ur pricing procedure
on obyc u will have to assign this gl account to ur transaction key which u have created

Maybe you have to define a condition type that matches your requirement.
SPRO > Material Management > Purchasing > Conditions > Define Price determination process > Define condition types
When you define set the 'Calculation type' to 'A' (Percentage)
Please check maybe you have such kind of condition type already in the system.
You can change an existing condition type
SPRO > Material Management > Purchasing > Conditions > Configure condition index > Change Condition Types
