How to meet the requirement ,if the customer placed order today.till 7 days
system should not allow another order for the same customer.

to add to what ashish said you can use this form
FORM USEREXIT_SAVE_DOCUMENT_PREPARE and write your code in there , so everytime you try to save the order the system will not allow you to do.
