u login to XI Integration Repository,
choose any namespace under any SWCV..
u can find different catagories ..viz. interface objects,mapping objects,Imported objects blah blah....all these are design time component...!!
in a simple sentence...the objects that u create in IR are design time components

In design time activity you are usually developing the XML layout of both your source and target, you can achive this creation using the steps like

these are the design components in the IR.
XI punch line is of the all the integreation logic is mainteined centreally, these words points to the IR, mainly the design time activity.
