Hi,
this message is likely comming from a performance index which is linked to the refering program type progression calculation point (see IMG activity Assign Performance Indices to Calculation Points) and uses the filter Rate with the Parameter MODULERATING. Actually the error messages accidently mixed up the filter and the parameter... I will let our development know to correct the message text.
However you should check how the performance indices are used and either remove the filter or set the required value in the definition of the performance index.
