Reducing number of roles in an Organisation

We have more than 300 hundred roles based on different company codes,PA,and Business.

Wanted to know is there any way where we reduced these roles and and the person is able to view master data based on PA,& Company code.

I meant that only roles will exsist on business wise but when a person is changing a master data assigned to this business he should be only able to view his state data and not other state data of the same business.

Please help me...also let me if we could control this PA through any program.

could you elaborate a bit on what your problem is exactly as from waht you have written we can not come to any advise
