Clarify- Deleted through SCC5- Now Needs to create Client - Client Copy

Aim : Copy Production Data to Quality.

I have deleted QAS 300 Client through SCC5 and now i need to copy production data. But i don't have any access in that QAS 300 Client..

Please advice..
