Distribution: Distribution is an allocation method which uses the original cost element of the sendor cost center to the receiver cost center. Thus only primary cost can be allocated using distribution cycle.
Assessment is a method of allocation which allocates costs using
assessment cost element. Thus there in no traceability of original cost
elements on the receiver cost center from the sender cost center.
Various Costs elements from the sender are summarized under a single
assessment cost element. The assessment cost elements are updated
both on the sender and receiver.
We are allocating costs from purchasing department to the production
departments based on output of production departments. The output is
entered as statistical key figures.

Assesment where you do with secondary cost element created in controlling Module. And Distrubtion will be through Primary Cost Element.
Ex:- There is an event which is conducted in you company and the summary of the expenses if you want to distrubute that is done through Assesment and If you want to distrubute the Expenses with all individually like Electricity, Transport etc then you go wiht distrubtion. But to say Both the meaning is same.

The main difference between the two can be as follows
Distribution: This is performed only in case of Primary cost elements.
Assesment: This is done incase of Seconadry cost elements
You can also say in case of Distribution sender's account is credited with a lineitem hence more information is stored, which leads to low system perfomance.
In case of Assesment as aggregate ammount is processes it stores less information, which leads to high system perfomance
