is it possible to monintor individual jobs in CCMS/Solution manager

I need to check and make sure a job finsihed by a spefic time. Is is possible to setup an alert if the job doens' finish by that time?

Not entirely sure if what you want is possible.

Generally Info about Job-Monitoring in CCMS can be found round here:

It might as well be possible to include this job in a process chain in SolMan and generate an alert in this area.

Generally:

There are several 3rd party monitoring solutios out there which could definitely help you achieve this kind of alerting, if you're using a scheduling tool it might be possible there as well.
