I think Jürgen is right that if purchase requisitions are creating by MRP we cannot track them in table CDHDR.
You can find the date of creation in ME53N on 'Quantities/dates' tab:
'Req date'
(Struct: MEREQ3321; Field: BADAT).Pushing F1, SAP says:
'Specifies the date on which the purchase requisition was created.'

The time of creation is just nor stored for requisitions.
And the time cannot be found in CDHDR as CDHDR only gets an entry if the requisition gets changed.
Having a good process, most requisitions will create with a MRP run.
And MRP run deletes old requisitions and creates new requisitions if the requisitions are not fixed and not processed. The CDHDR table would burst if each creation would be recorded as well.

Table <b>CDHDR in SE16</b>.
enter following
In OBJECTCLAS enter 'BANF' (for pur. requisition)
in Object ID enter PR number
In TCODE ME51N and then execute.
you will get the creation date and time of PR.
OR
if u have activated version management u can get it in Item detail <b>version tab</b>
( U can activate it for PR in SPRO-> Material management -> purchasing-version management )

If u are not able to find any vale in CDHDR in SE16
Go to SE16N-->Table CDHDR >Enter OBJECTCLAS as BANF>OBJECTID as PR number but with 00(2 leading zero) i.e 0010000385
have a try and let me know is there any difficulty.

OBJECTCLAS -BANF
OBJECTID -PR number with 2 leading zero like (i.e 001000385)
do not enter T code as in CDHDR PR creation is itself considered as PR change
