ABAP Web Dynpro Layout Error Message

I am creating a very simple and basic ABAP Web Dynpro program. I created a new view, but the view Layout immediately displays an error message saying "Service cannot be reached". The Layout calls a URL and the Service is unavailable. There is also an error code 403 and for the reason Forbidden. I also get the following error code "ErrorCode:ICF-NF-http-c:000-u:SAPSYS-l:E-i:sapd014_DS1_30-v:0-s:403-r:Forbidden". Can anyone please help me resolve this issue. I am trying to create a simple "Hello World". Thanks

Hi,

check your <a href="http://help.sap.com/saphelp_nw70/helpdata/en/43/e86de5008b4d9ae10000000a155369/frameset.htm">configuration settings</a>, especially the active services in SICF which are mentioned in the documentation, see also the notes mentioned there about active services in the view designer.
