SDBLBDDL -Release billing documents for Accounting.
When I checked , for the program "execute in Background" button is disabled .
Could any one help me how can I come over this issue.

There are few programs which you cant run/schedule in background even though you have sap_all authorizations. Looks like SAP has hard coded this in the program to disable background option.
