In SAP you have to terms.
1. Planning for planning you can have more versions
2. Budget.
For internal orders and PS (not cost center accounting) you set-up budgets (you can copy it from a plan version).
In the config you can say what you want to do with budget control.
What you say when 100% is spend sent an e-mail to the controler and when more then 115% is spend don't allow to create purchasing orders or posr orders on the project / internal order. It possible to exclude cost element for this. (example hours from cats)
