how to remove whole sap filesystem ?
You may need to take ownership of the files before you will able to delete them.
You try to install on 8i? Are you on Windows 2003?

8i is not supported on Windows XP...
You need to take ownership of the files, right click, properties, security, ownership. Replace the user listed with the administrator user and try to delete again.
Just deleting the filesystem will not be enough, you certainly have fragments of settings in your registry (from Oracle + SAP) which need to be deleted also if you want to try again to install (then hopefully with Oracle 9)

As said - Oracle 8 will NOT RUN on Windows XP, don´t try it, it won´t work.
You need a new installation CD set with Oracle 9.2 (and the latest Oracle patchset 9.2.0.7 or 9.2.0.8).
