isnt it depend on your data and abap program ??
you need to monitor this periodically and make it bigger depend on situation.
i dont think there is best practice to calculate the exact value of this parameter.

Hi
SAP recommends Program buffer size to 400 MB for a startup SAP system and can be increased based on the swapping observed in Program Buffer in ST02 transaction till you reach a optimum value based on the observations. It does not make sense to set the program buffer to a higher value without utilizing that part of the memory.

Ours is set to 2.5GB and we now have no problems with swapping etc.
You will have to look at ST02 and analyze the buffers to find a suitable setting for your system. Their is no point making it 4GB or something and have it 3GB empty.

There is no benefit increasing the abap buffer after a limit.
You should rather look for what would be optimum setting for your scenario analyzing the application usage.
If you are using a large set of application components, you may need to increase it a bit, but not more than 1.2GB in normal practice...Generally a value between 600MB to 1GB would be sufficient.
