The question is: Can we use consumption groups without using descriptive characteristics?

the negative of the corollary of your statement is more appropriate
You cant use descriptive char in SNP (and PPDS) without creating consumption groups.
Cant think of many ways you can use it for anything else on its own! In demand prioritization in CTM maybe!
