In releases 5.1 and 5.2 only rules can be moved between systems. Mitigation controls, if maintained completely in the non-Production client for production users, will need to be moved manually. There is no export/import functionality for mitigation. The import/export feature is planned to be expanded to other data, such as controls, in future versions of GRC Access Control.
