Menu Changes in User Account

hi,

in sap*, USER menu is disabled, SAP menu is enabled,in some users both menus are enabled. why?

for this, i used table users_ssm thro' sm30. i have chosen REG_CENTRAL and selected the menus i require. even after the changes, the User menu is disabled in my user account. should i restart the service? guide me how to proceed.

login with the userID whoes SAP menu is disabled and click on

Extra --> Settings --> uncheck from Do not display menu, only display favorites.
