Is it possible to upgrade the SAP GUI from 4.6d to 7.10, or must we upgrade the GUI to 6.4 first?

there are no such thing as a SAPGUI upgrade as per se. When you install 7.10, it will uninstall previous version.
you will keep saplogon.ini and maybe other settings you made earlier, but that's about it.
so, yes, you can go from 4.6d to 7.10 directly. no restrictions.
