Configurations for Formbuilder

Hi,

I want to create Form using SFP transaction. But i could not able to get the formbuilder from the Standard layout. What needs to be installed for this.

I have installed ADOBE LIVECYCLE DESIGNER 7.1 still i am not getting formbuilder.

Can any body help in this
