I think you want to download SAP GUI 7.1 for windows , if yes follow the path

service.sap.com/swdc --> Download >Installations and Upgrades> Entry by Application Group --> SAP Frontend Components --> SAP GUI FOR WINDOWS

You can download GUI 7.1 there
