This is just because this component offers standard functionality to enable you to select receivers dynamically at the runtime with minimum possible coding in the UDF.

In design, you can even copy that interface from Basis component to your component version and create the mapping.The rule is target interface should be of the same message structure as the one given in the basis component.
In configuration, while creating Receiver Determination in your scenario, set it as Extended and specifyt he mapping you created in the design.

as per my understanding.
It used this message interface as it was already present in SAP BASIS component. so no need to create message type and data type.
You can create your own as well.
and even it is clear in blog that create a Message Mapping having message as Receiver Determination :
2. Now create the message mappings. In order to use the enhanced receiver determination, create a message mapping which has the target <b>message as Receiver Determination</b> in the SAP BASIS --> http://sap.com/xi/XI/System.

The blog clearly explains your doubt in the first paragraph. to highlight:
"The list of receivers can be determined dynamically at runtime, using a message mapping. This allows us to evaluate any condition, since all the functionalities of message mapping can be used."
As it says, we can use the functionlities of the message mapping. Also, if your receiver interface differ from the other receivers. this will help u

Since there BASIS components contains some standard example so it is present there.

We dont have to create it in BASIS compoonent. It is already present there. It is used for the Interface Determination step in ID
