Assessment Cycles - When you want to transfer the planned / actual costs from one cost center(s) to other cost centers for eg., administration cost center to production cost center. It is done through secondary cost element.
Distribution Cycles - When you want to transfer the planned / actual costs from one cost center(s) to other cost centers for eg., administration cost center to production cost center. The difference being the primary cost elements are itself transferred.

Cost center planning is usually done once a year. You can use different versions for quarterly reveiew forecast.
You can create many layout within a profile. Use KP65 to view available layouts.

If you goto KP04 transaction,you can see there are lot of planing layout are available.
SAPALL is mostly used one.perhaps you may copy and change name as per your requirement.
are you talking about Assessment and Distribution Cycles?
