Hi,
When I try to create an ABAP Report using transaction SE38, the message raise as You are not registered as a developer. Please register in the Online Service System (OSS). In the OSS you will receive an access key.
I have sap_all & sap_new profiles assigned to my user ID, I have my ID created on SAP service marketplace. How can I obtained the developer access key from Online service system for my user ID? Whether I need to pay for this or is it free ID provided by SAP? Please suggest.

No you have to go to
http://service.sao.com/sscr --> Register developer --> enter your sap id , select the Installation --> Register
to start creating programs in your system . If you dont have this access in OSS , pls ask your Basis guys they willl help you to get the key

http://service.sao.com/sscr --> Register developer --> enter your sap id , select the Installation --> Registe
Then you will get a key.
Then go to se38 and create a test program and register the developer

I forgot to mention, when creating your program, start the program with Z or Y. (e.g. ZTEST, ZPROGRAM)

Please follow what prince Jose just said. If you don't have an authorizations to create Developer Keys in the website, contact your Basis guys to do it.
