whose work in real time

hi sap gurus, pls help to this thread,

In real time, in sap who is responsible for creating g/l masters, customer, vendor, Asset masters, cost elements, cost centers, cost element groups and cost center groups?

Is it a developer's work or a client's work?

If it is a client's work means who will do these setups?

Consultant does the configuration of Account Groups (OBD4) and Customer and Vendor Groups etc., And the a person with specific authorization to create Master record creates the master records.

Customization is done in consultation with client only. And initially all Master records need to be uploaded using BDC or LSMW by the consultant. Ofcourse, client gives the data like what all GL accounts, vendors codes, customer codes he wants with detailed specifications. Consultant has to help client to give this data.

And in future if client needs any new master record, diff companies follow diff procedures. In our case, GL is created directly by a person. He has got the auth to create GL. In case of Vendor creation, we have to apply through intranet and it passes various approval phases and finally one person with authorizatin creates a vendor.
