Shipment cost document not printing on the invoice

Please help !!!

Folks.. our customer is not using the complete transporation functions offered by SAP, however they are using shipment cost. I do not want to use F as the Price source in the copy function coz that requires all the invoices to be created to have shipment cost document. Now, the shipment costs are not populating in the invoice. Any suggestions!!!

I made all the conditions header type and invoice list condition , had the copy control to F
