Heavy RFC Traffic

Question on how to prevent RFC traffic from taking all the dialog work processes. We have the following parm settings in our CRM production system:

Activated (0 or 1) 1

Max. Requests in Queue (%) 5

Max. No. Logins (%) 90

Maximum Number Own Logins (%) 25

Maximum Number Used WPs (%) 25

Min. no. of free WPs 20

Max. No. of Comm. Entries (%) 90

Max. wait time 15

There are 36 dialogs configured for the instance. We have had several situations where all dialogs where in use by a qRFC transaction. We know this is the case from the unique userid being used. We suspect that there is either a SAP lock situation or an Oracle lockwait that causes this but shouldn't the parm setting still prevent all the dialogs from being taken by qRFC?
