ATZHL field, Characteristic value counter

Hello,

I´m working with AUSP table and I would like to know what is field "Characteristic value counter" (ATZHL) for. For one characteristic its value was 1, I have changed the value of this characteristic in the master data of an object and its value has changed to 2, but then I have changed it again (to other different value) and it has appear 1 again. What is this field for? And, could it be a fixed value instead of being changing?
