Action is getting reset to created at each stage in change request

Dear All,

We are using SOLMAN 4.0 , SP9 and trying to configure change request management.

We are facing a problem at each action phase in the normal maintenance cycle.

The status of the action is being reset to "created.

For eg: After the developer creates transport request , the actions shows

set to in development and the status shows created. He is not getting the

action for system logon etc.

What is causing this behaviour ? Am i missing some config steps.
