Definitely you can delete characters, you can use the t-code: KEA5, select the one you'd like to delete, right click on the item, then you can see the delete option, or if characters in use, you can try KEA0, unlock and delete.
assistant t-code: KECM which is used for configuration analysis, here you can use it as checking the usage of characters.
