Access Monitoring Tool -- Very Urgent

Hi all,

I have a requirement to develop abap program "ensure 100% access in SAP for all the ERP users."

On an over view concept is to compare every user of ERP with various tables ( roles, system ID, clients, role hash code and additional roles tables) on different servers and clients.. can any one suggest to use which technology ( RFC / BAPI / ALE-IDOC).. and if possible can anyone worked on the same kind of requirement could you please guide me.
