Media is generic i.e. it is used for a collection of recruitment instruments.

EX: Newspaper, Internet,etc.

Instrument is specific name, i.e. Newyork times, etc.

The difference can be better understood by examples:

Example 1)

Media - Recruitment Agency

Instrument - ABCD Recruitment Agency (Which is the name of the recruitment agency)

Example 2)

Media - Internet

Instrument - Monster Website ( www.monster.com)
