Validation for Dummy profit center

Dear All

I am working in SAP 4.7. All configuration is done for PCA. We want to put validation that nothing should post to dummy profit center. We wrote a validation for that in OB28.But validation works well for accoutning transactions but for inventory transactions its does not allow any posting even to correct profit center also.
