If it has already been designed and data has been loaded, try to see the proportion of the dimension and fact table by running SAP_INFOCUBE_DESIGNS program in se38 and do an adjustment.

As Wond pointed out, the ration of dimension to fact is an important criteria. You can also check the line item dimension cardinality flag to decide the usage of bitmap index or binary tree search. You can also check the usage of navigation attributes, too many navigation attribues can slow things down. There are other things like compression, aggregates and so on.

If you are trying to tune the InfoCube, there are quite a few things you need to check and try.
