Adapter Cache not getting refreshed

Hi All,
We are facing this odd problem here in our implementation project. The adapter cache is not getting updated or refereshed. If I make new channels they are not showing in the RWB and if I make changes to the existing channels, the next time run the interface still the old settings are being used. Please advice. what to do.
When I goto Cache Notifications in ID, The notifications shows RED for all changes stating 'Referesh Not Yet Started'?

After changes in channels etc. perform a FULL CPA cache refresh
http://hostname:50X00/CPACache/refresh?mode=full
this should sort out your problems.
