I am trying to enable a user to be able to transport XI content in CMS. For that I
created SAP_CMS_DEVELOPER in ABAP system and assigned it to the user. In the UME, I mapped the role CMSDeveloper (with actions CMS.Display and CMS.Export) to this SAP_CMS_Developer Group, and assigned it to the user on UME.
Still the user is not able to create transport in CMS. Is anything else required. This user is only a developer and not an admin

I used the LSADMIN also and it didn't work. I followed the steps highlighted in the How to transport XI content in CMS.pdf doc.and it didn't work. The user was able to create transport in CMS only when he either had the SAP_XI_ADMINISTRATOR_J2EE or the J2EE_ADMIN role in XI on the ABAP side. But we want to give him only the Developer role without giving him admin access. Even when I assigned ALL the actions to the CMSDeveloper role, and mapped it to the SAP_CMS_DEVELOPER group and assigned this to the user in XI, it didn't work, and he was not able to create a transport in CMS.
What additional steps are required for him to be able to create transport in CMS?

I think these XI transport thru CMS will require the role of administrator in any form thats why you are to do it thru SAP_XI_ADMINISTRATOR_J2EE or the J2EE_ADMIN role but not with other role.
Please let me know also if it works with other role than administrator.

Is there a way I can find/view the actions for the SAP_XI_ADMINISTRATOR_J2EE or the J2EE_ADMIN in UME? Even when I had assigned all the actions in UME to the CMSDeveloper role, it didn't work.When I tried to view the group SAP_XI_ADMINISTRATOR_J2EE, it didn't show the actions. Where do I see it? Is there a way by which I can restrict the Admin capabilities to the Developer? Like in ABAP, is there no other way to restrict the Dev/create transports previlages in CMS, without giving admin access?

I had issues with this and was only able to successfully do a transport in CMS using LSADMIN (XI 3.0).
