Hi,
This error comes generally if engine is down or DB is down.Check both of them.
1.Start all the services manually through telnet.
Run->telnet IPadress telnetport
telnel port is http port ending with 8.
give administrator credentials
then,
jump 0
add deploy
list_app
start_app-all
then all the services will start,then try again to access NWA page.it may come up.
Go to visual administrator,
/usr/sap/SID/JCxx/j2ee/admin->go.bat
SID->services->SLD Data supplier->CIM client generation settings
Tick these two components
sap.com/tclmwebadminmainframewd/webdynpro/public/lib/app.jar
sap.com/tclmwebadminsldwd//webdynpro/public/lib/app.jar
Save.It may work.

Hi Raguraman,
You need to check on the SAP Netweaver Version :
1) The NWA feature (Web tool) comes with the Nw04 (WAS 640 stack) SP 12 onwards.
2) In Nw04s it comes right from SP1 onwards and can be also called from the EP (if the usage type EP is installed).

Raguram,
Check weather your Java server is running or not?
