Is there way out to find all the fixed cells in Interactive demand plannning.

Absolutely, but through little bit navigation. You can have a maintenance data view that points to the Fixed Key figure portion of a fixable key figure as a visible key figure. Any non-zero value of Fixed Key figure represents that the primary key figure is fixed.

IS_FIXED( Key Figure )
Key Figure: Row, column, or cell element (data source = row attributes)
Description
The IS_FIXED function returns the value 1 if the cell is completely fixed. (The column results from the current step iteration; the row is determined by the Key Figure parameter.) If the cell is not fixed or partially fixed, the return value is 0. The function is not available if the compatibility mode is activated for the macro book.
you can use the output in another temporary KF that is visible or to get a background color loop it into another macro step with CELL_BG()

YES. It is possible as srinivas said, in your planning screen (SDP94 or SNP94), you can see the fixable key figures as editable out and non fixable as grayed out.
Also you can go to each key figure maintenance in RSD1 and see if there is a fixing key figure assigned.
