One of our portals is restarting ok, however, the available log is showing unavailable even though it is appears to be working ok.
I have reviewed all the logs in the usr/sap/<SID>/JC<instance>/work directory and am not finding any errors or problem.
Has anyone experienced this before or have any suggestions?

Hello Thomas,
The logs should be written any findings at the specific time as you could see timestamp in the log. It's not the real time. For me, as long as you have done the checking on the system and confirmed that the system is runnning fine, it should be no issue.
You may get the available logs later after sometime
