PI 7 install fails

I am installing PI7 on Windows 2003 server and Oracle 10g database.

It fails at the step of Configure SLD.

There is no SLD avaialble and this is a fresh install.

I looked at note 848950 but the keydb.xml that needed to be edited looks different and the command that was mentioned in this OSS note sainst SAPINST_SKIP_ERRORSTEP=true does not work.

It does invoke sapinst but does not skip the error step of Configure SLD.

Please help urgently.

tried a couple of times by uninstalling and reinstalling and it went through
