This is normally the Target level set by Absolute numbers or Days of Supply and is considered in the planning run depending on the method you use
Targets are what the system consistently tries to maintain and caluclated based on various inputs from master data
Safety stock is more of a buffer and is usually one of the triggers for increasing the stock to target levels.
