In variant configuration, the characteristics' values are not stockable items. i.e. The characteristics values dont have material masters and hence they cant be inventoried.
Like Availability check is restricted to only Top level of Bom(if material is configured). So, in Variant Configuration, if the material is configured and has characteristics values, so can i carry out ATP in VC.
