After I installed the NWDS I find a directory <b>.dtc</b> is created under my home directory. Can one change it?

I suggest you to use the directory as is. But, otherwise, you can change it in this way:
First, give checkin to all projects, close all DCs. Remove any existing development configuration.
Go Throw Window-Preferences-JavaDevelopmentConfiguration-DevelopmentConfigurationPool. Here change the path to Root Folder just editing the path, at the end close NWDS, delete the existing .dtc folder, then restart all.
Now you should be able to create .dtc in the new path.
