I just did client copy, and trying to configure this single system. After I set the rout, and try to distribute and activate it, It gives me program error

Thanks for you input. Actually the error happened when I was trying to run from SE06. However, I found out the reason. I didn't create the temp file. Once I created it, this problem's been solved.
However, I have another problem now.
I am trying to do the client copy, so, I go to SCC4 to create new client. However, there's no proper logical system there for me to pick up. So, I go to BD54 to create the logical system. The problem is that it's keep giving me error "Changes to Repository or cross-client Customizing are not permitted". However, at SCC4, I've already set the client role as "customizing", and every setting as allow change and no restriction.
Any idea why this is happening, and how to solve this problem? Thanks a lot.
