You are confusing a common terminology in Warehouse Management with the standard funnctionality of SAP of moving customization(development done) from dev -to- qual -to- production server, as it is not in the best practises of SAP to directly do any configuration & customization on Production Server so you are having Transport Request (because production server is always doing mission critical activities.
Where as in WM a transport request and order can be well understood by the name itself that you are requesting & creating order for Transportation.
