please check if the quantity of that material as in the GRN that you want to cancel is also available in the system. also if the material is batch managed then the quantity in that batch should be atleast equal to the GRN quantity for you to be able to cancel the GRN.
Also if this GR was posted in the past period and the period is closed now then cancellation will not be possible.
